The 1994 amendment of Section 19 of Article I does not change the level of judicial scrutiny applicable to the review of laws relating to weapons." Renumber the following resolution section accordingly. Page 1, line 12: Delete "amendment" Insert "amendments" Representative Porter moved and asked unanimous consent that Amendment No. 1 be adopted. Representative Parnell objected. The question being: "Shall Amendment No. 1 be adopted?" Amendment No. 2 was offered by Representative Davies: Page 1, line 11, after "of the State": Insert ", except that the State or a political subdivision of the State may regulate the manner in which arms may be kept, borne, or used" Representative Davies moved and asked unanimous consent that Amendment No. 2 be adopted. Representative Nordlund objected. Representative Navarre lifted the call. The question being: "Shall Amendment No. 2 be adopted?" No law shall impose licenses, registration or special taxation on the ownership or possession of firearms." Representative Davies moved and asked unanimous consent that Amendment No. 3 be adopted. Representative Mackie objected. The question being: "Shall Amendment No. 3 be adopted?"
